Remember sometimes a Presidential candidate can win the total popular votes cast by not a majority but a plurality (this is different than winning 270 Electoral votes).  Total votes cast doesn't matter as long as the candidate wins the Electoral College.  This has happened three times in history and even though the presidential candidate only won a plurality of the popular votes, he still had over 270 votes in the Electoral College, so he became President
